Jo Pil-ho is a corrupt cop who helps his partner escape after a heist. Teaming up for what appears to be the last, Pil-ho and his partner decide to rob the police warehouse but an explosion thwarts their plans, leaving Pil-ho unconscious and his partner dead. When his own department begins to suspect his involvement in the explosion, for which he is not responsible, Pil-ho decides to erase all evidence pointing to him: and in the process finds himself asking a teenage girl for help in uncovering a corporate scandal. Initially doing it just to clear his name, Pil-ho eventually finds himself protecting the girl after a series of violent events.
At the scene, a firefighter stole G-Chul's phone and handed it over to an unknown team for forensic recovery. The next day, the body of the warehouse owner was found in the warehouse on suspicion of suicide. Firefighters also died in the toilet. It has been revealed that the blast destroyed all evidence related to Kaun, the CEO of the largest Korean company, Tesung Group, in a multi-million dollar scandal. The recovered phone had a picture of Kaun Tai-joo, an employee of the Taisung Group, entering the warehouse before the explosion.
After waking up at the hospital, the officers questioned Joe. Joe denies involvement and destroys Berner's phone, which he calls G-Hair. He learns that Gi-chul was killed before the explosion and stole the keys to his apartment where G-chul kept the money they had earned. Finding safe cracks and losing money, he watches CCTV footage and knows Zhang Mi-na, Gi-chul's girlfriend. At work, he met the father of Sang-ji, a close friend of Mi-Nar. Ji-on is a female officer who died in the incident on a Seoul ferry.
Joe tracks Mi-nake in a motel and arrests him and his friend So-hi. Focusing only on getting his money, he puts both his handcuffs in his car and drives towards Minar, ignoring Minar's claim that he got a video message from G-Hair. Mi-na surprises Joe, causing him to crash into his car and flee with So-hi.
Back at the station, Joe learns that Gi-chul sent the tape to two numbers (Zor Fire Phone and Minar Phone) before he died. Public Prosecutor Nam Sung-sik asked Joe to take the tape in exchange for clearing his name. To his relief, Joe finds Mi-Na's phone in his car (previously unlocked it) but is locked. He went to her address and found some of her savings. As he prepares to leave, Cowan arrives. After a short row, when Mi-na comes home, Cowan pushes Joe out of the way. Kwon subdues him and prepares to kill him and blames Joe. Joe wakes up and confronts Cowan, causing the two to fall out of the apartment. The noise caught the neighbors' attention, and Kwon stepped back.
Joe picks up Mi-nake in his car. She agreed to unlock the phone on the condition that she would pay for an abortion at an illegal abortion clinic. She obeys and, after the abortionist pays her for one night with Mi-na (thinks her their pimp), Joe beats the man to death.
Nam calls Joe, who reveals that he took Mi-Nak with him and agrees to bring him back as the main witness in exchange for publicity. Joe takes the girls to his home and leaves So-Hee in the care of his wife Hee-Sook. While taking Mi-nak to the meeting place, he learns that he has been battling depression and suicidal thoughts since G-on's death. He promises to take her to G-One's father's restaurant for dinner after he has finished giving his evidence.
However, the meeting has become a buzz because the salary of the Taisung Group is disabled. They torture Joe and threaten to kill Mi-Nak. Lying down with his teeth, Joe assures them that he will give them the rest of the picture in exchange for their lives. Kwan agrees and lets Mi-Nak go. However, the girl jumped from the building losing her desire to survive. Joe is then taken to meet Taisung Group CEO Jung Yi-hyang, who pays him for the video.
Shortly afterwards, the day the Taisung Group held a scholarship event, Joe visited their headquarters. He called on Domestic Affairs Officer Kim Min-je to claim his connection to the Taisung group and challenged the man to arrest him. Joe assembles a gun made of non-metallic parts and prepares to kill Junk.
However, his actions were discovered. He was subdued, handcuffed and thrown into a wet tub to drown. While Jung was talking to the students, Joe escaped from his cage. He attacks the guard and takes his gun, and shoots Kawan fatally. He then went on stage and shot Jung in the head, before Kim shot him.
